The Scientific Secretariat Office is directly supervised by the Director General (DG) and forms the connection between the various scientific Departments in the commission, the administration and the scientific advisory committee.

The Scientific Secretariat Office has 8 divisions:
1- Scientific planning and technical development.
2- Documentations, classifications, and archiving.
3- Scientific affairs.
4- Electronic submission of scientific papers
5- Evaluation of scientific work.
6- Intellectual rights and patents.
7- Regular Daily procedures.

Quality Assurance

Introduction:
The Quality Assurance Office (QAO) was established in 1997 and responsible for issuing and following up the implementation of the of quality management systems requirements with the aim of promoting the efficiency of laboratories and improving their performance in providing approved results of the presented lab activities and services and reviewing this periodically within a safe and stable work environment based on specifications and International standards ,management guidelines and recommendations of the Quality Assurance Committee.

1-Objectives
• Providing the best services through the application, monitoring and development of the quality system and commitment the implementation of the best technologies.
• Enhancing customer satisfaction through: meeting their current needs, studying their future expectations, and providing reliable sustainable results.
• Providing quick, actionable feedback with transparency and credibility to make informed decisions.
• Supporting laboratories to obtain accreditation.

4-Tasks
• Preparing and issuing the quality manual and general procedures based on international standards
• Monitoring the implementation of the quality system procedures approved by AECS.
• Forming the internal audit teams in the AECS and Managing and reporting internal audit processes and following up the implementation of corrective actions, if any.
• Preparing for the annual management review meeting and following up on the implementation of issued decisions.
• Preparing the training programs in cooperation with the training center to support personnel in implementing the quality system procedures.
• Participation in events, seminars and external meetings in the field of quality.
• Managing and documenting the bank of reference materials in AECS , managing their purchase process, controlling their distribution and keeping them in accordance with the approved procedure and forms.
• Following up the administration of external and internal services and samples in the AECS.
• Issuing reports / certificates in accordance with the relevant procedures and forms and reviewing
• Updating the services manual , both in paper and electronically (periodically), and linking it to the AECS services on the e-government portal.
• Studying the data of reports, certificates and quarterly reports, preparing and submitting statistics and annual reports for external and internal services to the General Director.
• Preparation and characterization of reference materials (chemicals, microbial) ones of known value in accordance with the international specification ISO 17034 2016 related to the requirements for the efficiency of producing reference materials to meet the needs of laboratories from them.
• Management and implementation of national comparison programs to evaluate the performance of analytical laboratories in accordance with the requirements of ISO 17043:2010.
• Updating the office's site on the AECS internal website.
• Following up preparing laboratories to gain and maintain accreditation.
• Implementation of senior management directives and recommendations of the Quality Assurance Committee regarding quality issues.

5-QAO Laboratories &Activities:
• Chemical Laboratory:
1- Planning, implementing and issuing reports of the national program to evaluate the performance of analytical laboratories in analyzing water samples. The program covers a wide range of parameters including cations, inions . Minerals in water, PH, EC, bicarbonate, hardness, organic and inorganic carbon, COD, BOD, TDS. total account of bacteria and bacterial diagnosis.
2- Production of standard solutions (new).
• Nutritional laboratory:
Planning, implementing and issuing reports of the national program to evaluate the performance of analytical laboratories in analyzing food samples. The program covers the following parameters : Oil samples: to check peroxide, saponification, iodine number, acidity, refraction, fatty acids, moisture, ash, total fat, vitamins Fiber, minerals, carbohydrates, sugars (maltose, glucose, lactose). Total bacteriological accounts and bacterial diagnosis.
• Microbiology Laboratories:
Include two sub-labs:
Microbiology Laboratory-1 : for media preparation - testing - destruction .
Microbiology Laboratory-2: for preparation of bacterial samples analyzing in the PT national programs to evaluate the performance of analytical laboratories (examination and lyophilization ).
Bank of reference materials and standards
It includes:
1. Metal standard solutions .
2. anions standard solutions ,cations standard solutions.
3. Several pH Measuring Solutions.
